New construction will already be on even ground and won’t have anything obstructing the sides so that it will be less time consuming and cheaper. My house was a 70s build, and almost completely wallpapered with a lot of the wallpaper painted over, which definitely didn’t help in removing it all! I also had a slightly different problem with removing wallpaper – the previous owners had used vinyl wallpaper, which when steamed stretched a lot rather than scraping off easily. It was easier to just score and scrape or peel off the paper dry, and later steam off any papery bits that were left on the wall.
On an annual basis, it is less expensive to use a top quality painter than to try to save a little money by cutting corners. Remember that you usually will get what you pay for.
