My house was a 70s build, and almost completely wallpapered with a lot of the wallpaper painted over, which definitely didn’t help in removing it all! I also had a slightly different problem with removing wallpaper – the previous owners had used vinyl wallpaper, which when steamed stretched a lot rather than scraping off easily.
